I am instructed to point out that the questions whether a claim is properly made, and whether a claimant is entitled to compensa-
-tion must be decided under the terms of the Ordinance when the
claims have been presented.
The attitude of the Government has been q
quite consistent and it cannot admit or deny any claim before it is made.
